Hunter Biden-tied fund helped Communist China obtain a Michigan auto parts maker

As he was sewing up the Democrat nomination this spring, Joe Biden surprised many in foreign policy circles by publishing an essay arguing it was time to "get tough with China" and to stop its "robbing the United States and American companies of their technology and intellectual property."

For Biden, a four-decade advocate of trade and friendly relations with Beijing, it was a stunning turnabout that signaled the Democrat was concerned President Trump was winning the election-year battle over U.S.-China policy as tensions in the South China Sea, a trade war, and growing espionage cases created a Cold War-like atmosphere with China.

But for U.S. security experts, it was remarkable for another reason: An investment fund named Bohai Harvest RST (BHR) partly owned and directed by Biden's son, Hunter, and Secretary of State John Kerry's stepson, Chris Heinz, had just a few years earlier played a vital role in facilitating the sale of the Michigan-based auto parts maker Henniges Automotive to one of China's main military aircraft makers, Aviation Industry Corporation of China or AVIC.

That 2015 transaction approved by the Obama administration and its Committee on Foreign Investment in the United States (CFIUS) came just 15 months after the United States publicly added one of AVIC's subsidiaries to a Commerce Department blacklist (known as the "Entity List") and just months before the Obama administration resumed patrols in the South China Sea because of increased Beijing military aggression in the region, where AVIC-built military jets partake in China's activities.

The timing has left many, including Senate Finance Committee chairman Chuck Grassley (R-Iowa), questioning whether the CFIUS decision whitewashed security concerns because the vice president's son was involved in the transaction. Those concerns were heightened this June when the Pentagon listed the entire AVIC conglomerate on a list of companies subject to future sanctions because of its ties to the People's Liberation Army.

Grassley demanded a briefing from Treasury Secretary Steven Mnuchin last year, saying he was concerned because the Obama administration allowed the transaction to proceed even though Henniges possessed "anti-vibration technologies with military applications" and AVIC had a history of ties to China's military aggression dating to at least 2007. Officials said what Grassley learned in a classified briefing only heightened his concerns.

"The direct involvement of Mr. Hunter Biden and Mr. Heinz in the acquisition of Henniges by the Chinese government creates a potential conflict of interest," the senator wrote in an Aug. 14, 2019 letter. "Both are directly related to high-ranking Obama administration officials. The Department of State, then under Mr. Kerry's leadership, is also a CFIUS member and played a direct role in the decision to approve the Henniges transaction. The appearance of potential conflicts in this case is particularly troubling given Mr. Biden's and Mr. Heinz's history of investing in and collaborating with Chinese companies, including at least one posing significant national security concerns."


Hunter Biden's efforts to make money in China while his father oversaw U.S.-China policy have caused concern since the author Peter Schweizer highlighted the issue earlier this year in his new book "Profiles in Corruption." (Schweizer first exposed the Biden connection to the AVIC-Henniges deal in his New York Times #1 best seller "Secret Empires.")

In addition to his role in the Henniges transaction, Hunter Biden also flew aboard Air Force Two in December 2013 with his father to Beijing, where the son engaged in a private business discussion to do private business with Chinese officials that included talk of a $1 billion investment fund.

Hunter Biden's BHR fund also made an investment in 2014 in the China General Nuclear Power Corp., China's largest nuclear power company. In 2016, the company was charged along with a nuclear engineer named Szuhsiung "Allen" Ho for conspiring to help China illegally obtain "sensitive and controlled" nuclear technology from within the United States. Ho, a naturalized American citizen, pleaded guilty and was sentenced to two years in prison.

Michael Pillsbury, a China adviser to both the Obama administration and President Trump, said Joe Biden's long record of downplaying China's threat and his son's efforts to cash in on Beijing while his father was vice president "give reason for journalists to question the sincerity of Joe Biden's recent conversion to China hawk."

"The jet fighter and the aircraft carriers that China deploys to threaten the South China Seas can be traced back to financial transactions involving Hunter Biden's companies," Pillsbury said.

Roger Robinson, a former senior director for international economic affairs on President Ronald Reagan's National Security Council, told Just the News the U.S. government has known for years that AVIC has been helping China's military and aiding U.S. enemies and as such was sanctioned in the past. That record makes the Obama administration's transaction approval for Henniges all the more curious, he said.

"This is anything but a benign Chinese enterprise," Robinson said.

Indeed, AVIC was sanctioned on five separate occasions since 1993 for activities ranging from violating the Arms Export Control Act and proliferating missile technology in Pakistan to multiple violations related to trafficking missile and other military technology to Iran. In 2014, one AVIC subsidiary was added to the Obama-Biden Commerce Department "Entity List" indicating that AVIC was on the short list for potential sanctions months before the 2015 CFIUS decision now under scrutiny by Senator Grassley.

Grassley's letter identified one such security concern dating to eight years before the Henniges transaction was approved. "CFIUS approved the transaction despite reports that in 2007, years before BHR teamed up with AVIC's subsidiary, AVIC was reportedly involved in stealing sensitive data regarding the Joint Strike Fighter program. AVIC later reportedly incorporated the stolen data into China's J-20 and J‑31 aircraft," the senator wrote.

More recently, the Pentagon in June identified AVIC as one of several Chinese state-owned firms assisting the People's Liberation Army in building Beijing's military supremacy.

The tale of China's acquisition of Henniges has many tentacles and is raising questions about where an American-based firm's jobs are going.

During the Obama years, Hunter Biden held an ownership stake in and a board seat on BHR. On Sept. 15, 2015, the hedge firm announced the completion of the acquisition of Henniges Automotive, which gave AVIC 51% control and BHR 49%. The $600 million acquisition was one of the largest Chinese takeovers of an American automotive company in history, topping AVIC's 2010 takeover of Michigan-based Nexteer Automotive for $440 million. The purchase also revealed a pattern of Chinese state-backed takeovers of sensitive American companies which included China's controversial purchase of A123 Systems for $256.6 million in 2013 after the Obama-Biden CFIUS approved the deal.

While Hunter Biden pursued the business deals, the Obama-Biden administration was acquiescing to China's wishes to expand its influence, trade and exchanges in the United States and to lessen the potential for military confrontation. For instance, a Pentagon official disclosed in fall 2015 that the Obama administration had essentially imposed a moratorium since 2013 on U.S. patrols in the South China Sea even as Beijing was increasing its influence there, including building man-made islands viewed as hostile to the West and its Asian allies.

The administration also reached a deal for Chinese companies to participate in the U.S. stock market without having to fully comply with the Sarbanes-Oxley accounting rules imposed on Americans companies. And Joe Biden himself was cheering on China's economic expansion despite warning signs it was coming at U.S. expense in the form of economic espionage. "It's overwhelmingly in our interest that China grows," Biden declared in a July 19, 2013 speech.

As late as spring 2019, Biden was still sounding that note. "They're not bad folks, folks. But guess what, they're not, they're not competition for us," Biden said at a May 2019 Democratic campaign event that drew criticism.

Far from the political fray in Washington, Henniges was trying to rebound in Michigan from the 2008-09 financial crisis when the AVIC deal emerged.

Henniges' partnership with China dated back to at least December 1995 when Henniges formed a joint venture with Beijing Energine (a subsidiary of a China state-owned aerospace conglomerate). Since then, Henniges has operated at least six facilities in China with at least two new facilities opened after the AVIC deal.

Approximately one month before the Henniges deal was completed with AVIC, Henniges announced its intention to open multiple factories, not in its home state of Michigan but rather in China and Mexico. On Aug. 14, 2015, Henniges announced it had begun building its fourth plant in Mexico. Four days later, Henniges announced it would be opening new facilities in Beijing and Munich. By December 2017, Henniges had announced another "exciting expansion" of its global footprint. At the ribbon-cutting ceremony, Henniges executives and Chinese government officials celebrated the grand opening of a new 79,500 square foot factory in Suzhou, China. Such global expansion has raised questions about whether jobs that would have gone to Americans have been outsourced.

Officials for Henniges did not respond to repeated requests from Just the News for total numbers of employees in the United States and overseas since 2005.

But an analysis performed by conservative website The National Pulse found that "while Henniges had begun outsourcing before Hunter Biden got involved, AVIC accelerated the practice, operating on a considerably larger scale." Henniges only added two new factories outside the U.S. in the ten years before the AVIC takeover, but "it took less than three years following the 2015 deal for AVIC to surpass this number."

In April 2020, Hunter Biden's lawyer issued a letter stating that Hunter Biden had stepped down in October 2019 from the BHR firm that helped AVIC purchase Henniges. The letter made no mention of what happened to Hunter Biden's 10% ownership stake in BHR, and it appears that Hunter Biden may still be profiting from BHR's ownership stakes in companies like Henniges.

GOP Senator: Interim Report on Biden-Ukraine Probe Coming ‘In About a Week’

Senate Homeland Security Committee Chairman Ron Johnson (R-WI) announced Monday that he would release an interim report from his months-long investigation into the Obama administration-era Ukraine dealings of Joe Biden and his son Hunter “in about a week,” ahead of the presidential election.

Specifically, Senate investigators are looking into Hunter’s dealings with the corruption-linked Ukrainian gas company Burisma, and the potential conflicts of interest they may have posed for his then-VP father who was in charge of U.S. policy towards the Eastern European country at the time.

GOP investigators are also probing whether a lobbying firm working on behalf of Burisma — Blue Star Strategies — leveraged the company’s ties to Hunter to access the U.S. government while Ukrainian authorities were investigating the company for alleged corruption.

While his father was in charge of American’s Ukraine policy as vice president, Hunter served on Burisma’s board of directors between April 2014 and April 2019, getting paid a lucrative salary of tens of thousands of dollars each month.

“Stay tuned. In about a week, we’re going to learn a whole lot more of Vice President Biden’s unfitness for office,” Chairman Johnson declared during a video conference with GOP supporters, the Milwaukee Journal Sentinel reported Monday.

The Hill noted:

The timeline comes after Johnson initially told The Hill that he wanted the interim report out by Sept. 15, which was already a slip from the pre-August recess target date that he was initially aiming for.

But Johnson told reporters earlier this month that he was doing his final interview Sept. 17, which would push back the release of the report closer to the end of the month — and closer to the November election.

The Obama-Biden administration did nothing to stop Hunter from collecting a lucrative salary from Burisma, even after U.S. and local officials established evidence suggesting that the company had engaged in corrupt activities in 2014.

Johnson’s investigators are working in tandem with counterparts at the Senate Finance Committee chaired by Chuck Grassley (R-IA).
GOP investigators will reportedly assert that Hunter’s position at a Ukrainian company that the American government believed to be corrupt posed a “conflict of interest” at a time when his father led U.S. policy on Ukraine.

In October 2019, George Kent, a top U.S. State official, made similar assertions when testifying before House impeachment investigators. Kent said that then-VP Joe’s office “rebuffed” his 2015 warnings that Hunter’s position at a company he believed to be corrupt created a conflict of interest.

Hunter admitted to ABC News that his father’s position as VP helped him secure the lucrative appointment to Burisma’s board of directors.

Joe also acknowledged that it “looked bad” that Hunter held a seat on Burisma’s board while he was in charge of Ukraine policy. Still, the former vice president and his son denied any ethical lapse in judgment.

Overall, Democrats have disputed the GOP allegations and will release a “starkly divergent” minority report, the Washington Post reported over the weekend, adding:

Democrats, while acknowledging the poor optics posed by Hunter Biden’s position, are expected to reject the assertion it had any effect on U.S.-Ukraine policies during the former vice president’s tenure, while pointing out that Johnson supported the policies at the time. They are also expected use their report to take aim at the origins of Johnson’s probe, which they argue is rooted in Kremlin-backed disinformation.

Andrew Bates, a spokesman for the Biden campaign, accused Johnson of “wasting months diverting” his panel “away from any oversight of the catastrophically botched federal response to the pandemic,” the Milwaukee Journal Sentinel reported.

Bates reportedly added:

Why? To subsidize a foreign attack against the sovereignty of our elections with taxpayer dollars — an attack founded on a long-disproven, hardcore right-wing conspiracy theory that hinges on Senator Johnson himself being corrupt and that the Senator has now explicitly stated he is attempting to exploit to bail out Donald Trump’s re-election campaign.

In early 2018, the former VP gloated about threatening to withhold $1 billion in U.S. loan guarantees to Ukraine as VP in 2016 if the Eastern European country did not fire its top prosecutor, who wanted to investigate the owner of Burisma for corruption.

Although there has been no official investigation into whether Joe tried to remove the prosecutor to protect his son’s employer, the mainstream media has “discredited” the allegation.

Treasury flagged foreign money flowing to Hunter Biden-tied firms as ‘suspicious’

A Treasury Department agency that polices financial threats such as money laundering flagged several foreign transactions to Hunter Biden-connected businesses as "suspicious" during the end of the Obama administration and the beginning of the Trump administration.

The concerns from the Financial Crimes Enforcement Network (FinCEN) were highlighted in Suspicious Activity Reports turned over to Senate committees over the last year in conjunction with investigations into the Russia and Ukraine scandals, according to several officials familiar with the evidence.

As those Senate investigations wind toward the issuance of their first official report later this month, an essential question has emerged: Did U.S. law enforcement or intelligence agencies do anything to determine if the money flowing to Vice President Joe Biden's son posed any criminal or intelligence threats? Officials at Treasury, FBI and the Office of Director of National Intelligence declined comment.

Senate Democrats first called attention to the existence of the SARs in a little-noticed letter late last year and are now bracing for the flagged financial transactions to be a major revelation in a joint report they expect to be published by the GOP-led Senate Homeland Security and Governmental Affairs and the Senate Finance Committees as early as next week.

"The Republicans have had this in their back pocket for some time to make headlines as the election drew closer," one Democratic source told Just the News.

A lawyer for Hunter Biden did not return a call requesting comment. Spokesmen for the two Senate committees declined comment.

The SAR reports were requested as Senate investigators dug into a labyrinth of global businesses that Hunter Biden and his business partners became involved with in Russia, China, Ukraine and elsewhere while his father Joe Biden served as the vice president and Obama administration foreign policy point person. That includes Hunter Biden's controversial addition in spring 2014 to the board of Burisma Holdings, a Ukrainian gas firm with a long record of corruption allegations.

SARs are one of the law enforcement community's most powerful and secretive tools in the war against money laundering, drug cartels and terrorist threats, providing real-time warnings from financial institutions to FinCEN that certain transactions have characteristics that make them suspicious. The origin, size and routing channels are just some of the components that can lead a transaction to be flagged.

Treasury typically receives or generates one million to two million Suspicious Activity Reports a year. So a SAR report in and of itself is not evidence of wrongdoing, but it is usually a starting point for investigation, experts say. The question that remains is whether FBI or ODNI did anything to investigate these suspicious reports after they were alerted by FinCEN.

The American suspicious transaction reports turned over to the Senate committees are the second known instance of red flags raised about foreign money flowing into business firms associated with Hunter Biden.

In February 2016, the Latvian government sent a warning to Ukrainian prosecutors that several payments from Burisma to an account in New York controlled by Hunter Biden's Rosemont Seneca Bohai firm appeared suspicious, according to a copy of the letter obtained by Just the News and Latvian authorities.

"The Office for Prevention of Laundering of Proceeds Derived from Criminal Activity … is currently investigating suspicious activity of Burisma Holdings Limited," the Latvian agency, also known as the FIU, wrote to Ukraine's financial authorities.

The letter was confirmed earlier this year by the Latvian embassy to the United States.

The Latvian law enforcement letter identified a series of loan payments totaling about $16.6 million that were routed from companies in Belize and the United Kingdom to Burisma through Ukraine's PrivatBank between 2012 and 2015.

The flagged funds were "partially transferred" to Hunter Biden, a board member at Burisma since May 2014, and three other officials working for the Ukrainian natural gas company, according to the Latvian letter.

The letter asked Ukrainian officials for any evidence about whether the funds were involved in corruption and whether Ukrainian officials were investigating Burisma and the recipients of the money.

"On the grounds of possible legalization of proceeds derived from criminal activity and corruption, please grant us permission to share the information included in the reply to this request with Latvian law enforcement entities for intelligence purposes only," the letter said.

Latvian authorities said they did not get any incriminating information back from Ukraine to warrant further investigation and did not take additional action in 2016.

Hunter Biden's globe-trotting business activities have long generated controversy because they often occurred in the shadows of his father's foreign policy portfolio. Hunter Biden, for instance, traveled aboard Air Force Two in December 2013 with the vice president to Beijing, walking away soon after with a stake in an investment fund that received funding from the state-owned Bank of China. As his father's administration took several actions favorable to Beijing, such as opening U.S. capital markets to Chinese companies, Hunter Biden closed deals in China.

One of those involved the sale of an iconic American auto parts manufacturer called Henniges in Michigan, in which Hunter Biden's firm helped a Chinese military aircraft maker acquire a controlling stake in 2015. The transaction was approved by the Obama administration despite the facts that the Chinese firm had been sanctioned five prior times by the U.S. government for nefarious activity and that less than 15 months prior one of the Chinese firm's subsidiaries was placed on a black list by the U.S. government for ties to the Chinese military.

Similarly, Hunter Biden was added to the Burisma board in May 2014 just weeks after his father implored Ukraine to expand its natural gas production. Burisma faced multiple corruption investigations, and State Department memos show the U.S. government reported just months after Hunter Biden joined the firm's board that Burisma allegedly paid a $7 million bribe to Ukrainian prosecutors designed to make the corruption allegations go away.

State officials also testified during last year's impeachment proceedings that the Bidens created the appearance of a conflict of interest that undercut Joe Biden's efforts to stamp out corruption in Ukraine.

FBI officials obtained records in an unrelated investigation showing Burisma paid more than $3 million from foreign accounts to a New York investment account tied to Hunter Biden.

Senate investigators have also spent some time investigating real estate investments that Hunter Biden and his business partner Devon Archer were involved in. The investigators' interest was piqued by evidence that some of the investments received large support from a Russian oligarch and philanthropist based in London named Yelena Baturina, Russia's only female billionaire and the wife of the late Moscow Mayor Yury Luzhkov.

Board minutes obtained by the FBI in an unrelated 2017-18 investigation of Archer state that Archer told investors during a 2014 meeting that he had secured upwards of $200 million from Baturina's real estate businesses in London.

"Mr. Archer further discussed the possible sale of his company and the revenues that might be realized, which he said would be a big liquidity event for him, as well as his connections with Bohai, which he said was sponsored by major banks and institutional investors in China," according to the minutes. "He also discussed his client relationship with Yelena Baturina, who he said had invested over $200 million dollars in his various investment funds. Mr. Archer emphasized that he had ample funding, but that the investors wanted to be efficient," the memo read.

I am a registered Dem but have voted Republican the last three elections. I might need to change my affiliation.

I'm sorry that you had to deal with being called a racist, but I'm not surprised because the left has been working really hard to push the race card. Example . . . I recently read an article about Sunny Hostin referring to the black speakers at the RNC as being "black people props".

Now, that was a lose/lose situation for Trump. Had there been no black speakers, the left would have pointed to how Trump has no backing in the black community. Since there were several, the left points to them as being nothing more than props or tokens.

I really don't care what Sunny Hostin has to say, but it's not like she is the only one. There have been several examples of the left degrading blacks who show support for Trump . . . all the way to "You ain't black" Joe who is running on the Harris/Biden ticket.

The more I thought about this, the more I realized how the black community is treated differently by the left. By that, I mean that we don't hear things like . . . "You ain't Hispanic" or "You ain't gay".

It seems to me that the black community is the only demographic that is held to that standard. Although, I guess that in her own disgusting way; Hillary tried the "You ain't female" angle and then further pounded down on that by accusing women who voted for Trump of doing so only because they were influenced by their husbands.

Anyhow, I came to better understand what some mean when they speak of the Democrat plantation. The left seems to have this feeling of ownership over the black vote and will give verbal lashings to anyone who dares not obey. Now, that is racism.

Yesterday apparently Biden thought he had the authority to issue a nation wide mask mandate. Today he said he doesn’t have the authority in general but can on federal property and would. A year after impeachment, Hunter Biden's Ukraine activities come home to roost

A year ago this month, Democrats began their impeachment crusade against President Trump because he had sought an investigation into Joe and Hunter Biden's activities in Ukraine. And the rallying cry then was that any concerns about the Bidens were pure, discredited conspiracy theories.

What a difference a year makes.

The GOP-led Senate Finance and Homeland Security and Governmental Affairs committees plan to release a joint report as early as this week disclosing the results of a year-long probe into Joe Biden's stewardship of Ukraine anti-corruption policy while his son earned big money as a board member at the corruption-plagued Burisma Holdings gas firm.

The report is expected to accuse the former vice president of engaging in a prohibited conflict of interest or the appearance of a conflict of interest by continuing to oversee the U.S. anti-corruption policies in Ukraine while his son served on the board of a natural gas company under investigation by the very Ukrainian prosecutors dependent on U.S. money, guidance and assistance in the fight against corruption that Joe Biden controlled.

The fact that Joe Biden admits he forced the firing in spring 2016 of Viktor Shokin — the Ukrainian prosecutor who was overseeing the Burisma probe — by threatening to withhold $1 billion in U.S. aid to Ukraine only heightens the conflict concerns.

Democrats won't be able to easily dismiss the concerns politically because Obama-era State Department officials have admitted in testimony that the Bidens' behavior created the appearance of a conflict of interest that directly undercut U.S. efforts to fight endemic corruption in Ukraine.

But the bigger concern the report is expected to raise is whether U.S. officials during the Obama-Biden era turned a blind eye to red flags about what was going on at Burisma and with Hunter Biden and his business dealings.

Records reviewed by Just the News and provided to the Senate committees reveal that Hunter Biden's name was invoked by a Democratic firm called Blue Star Strategies as it lobbied mightily in 2016 to get the State Department to help make Burisma's corruption problems disappear before that year's presidential election.

Blue Star's wide-ranging efforts included contacts at the State Department in Washington, the U.S. embassy in Kiev and even inside Congress, the memos show.

"They keep trying through every channel they can," a State Department official lamented in summer 2016 in one memo, describing a nonstop pressure campaign.

Blue Star's contacts on behalf of Burisma reached as high as Undersecretary of State Catherine Novelli in February 2016 in Washington and Ambassador Marie Yovanovitch in Kiev in December 2016.

"Per our conversation, Karen Tramontano of Blue Star Strategies requested a meeting to discuss with U/S Novelli USG remarks alleging Burisma (Ukrainian energy company) of corruption," one memo read, citing Hunter Biden's service on the board as one reason State officials should take the meeting.

State Department officials not only chafed at the pressure, they had deep-rooted concerns that Burisma had indeed engaged in bad behavior, including after Hunter Biden joined its board in spring 2014.

Records obtained by Just the News show State official George Kent reported concerns in early 2015 that Burisma had just paid a $7 million bribe to Ukrainian officials to try to make the corruption investigations against it go away.

Kent reported the bribe successfully undercut FBI efforts to help secure an asset forfeiture against Burisma for its owner's past alleged corruption.

The documents also show Kent in 2016 successfully canceled a clean energy partnership between USAID, the department's foreign aid arm, and Burisma because of "reputational" concerns that the natural gas firm was still corrupt.

How Burisma was able to secure the initial deal in 2014 when it was under multiple corruption investigations is expected to be flagged as another example of the conflicts Hunter Biden's role created at State as well as the temptation for government officials to look the other way.

The concerns about Hunter Biden's far-reaching global business deals didn't stop with State, either. Suspicious Activity Reports that the U.S. Treasury Department provided the Senate panels are expected to show that several foreign transactions flowing into firms connected to Hunter Biden were flagged by the department's Financial Crimes Enforcement Network as suspicious.

Those red flags were raised as Hunter Biden benefited from more than $3 million paid by Burisma in Ukraine to one of his firms and secured multiple business deals in communist China, while his business partner Devon Archer boasted in a document obtained by the FBI that he had secured more than $200 million in financing commitments from a Russian oligarch.

Again, Senate investigators will ask the question whether the FBI or U.S. intelligence committees looked the other way because Hunter Biden's father was the vice president.

Such questions are the very reason why conflict of interest laws exist in the U.S government's ethics laws — to avoid putting federal officials in awkward positions that cause Americans to doubt the integrity of their government.

"The public has to be aware of this what I call glaring conflict of interest," Senate Homeland Security Chairman Ron Johnson (R-Wisc.) said recently. "The media is covering for Joe Biden. They're part and parcel of the Democratic Party."

The big question is whether the Senate committees will conclude any laws or regulations were broken.

But no matter where the report comes down on that question, it is no longer a conspiracy theory to question the Bidens' behavior in Ukraine. Even the federal agencies who served under Joe Biden did that.

Homeland Security Committee Chairman Ron Johnson, R-Wis., and Finance Committee Chairman Chuck Grassley, R-Iowa, said their investigation has “faced many obstacles” from Democrats on their committees and that executive agencies “failed to comply with document requests.”

ROMNEY SLAMS BURISMA, HUNTER BIDEN PROBE AS A 'POLITICAL EXERCISE'

The chairmen added that “there remains much work to be done” in their probe. Hunter Biden is the son of the Democratic presidential nominee Joe Biden. His work background played a starring role in the Trump impeachment efforts earlier this year. He and his father have denied any wrongdoing related to his work.

The 87-page report stated that Obama administration officials “knew” that Hunter Biden’s position on the board of Burisma was “problematic” and that it interfered “in the efficient execution of policy with respect to Ukraine.”

“This investigation has illustrated the extent to which officials within the Obama administration ignored the glaring warning signs when the vice president’s son joined the board of a company owned by a corrupt Ukrainian oligarch,” the report’s executive summary stated.

Hunter Biden joined Burisma in April 2014 and, at the time, reportedly connected the firm with consulting form Blue Star Strategies to help the natural gas company fight corruption charges in Ukraine. During the time Biden was on the board the company’s board, then-Vice President Joe Biden was running U.S.-Ukraine relations and policy for the Obama administration.

Hunter Biden’s work for Burisma received heightened scrutiny amid President Trump’s impeachment last year.

“Even though Hunter Biden’s position on Burisma’s board cast a shadow over the work of those advancing anticorruption reforms in Ukraine, the Committees are only aware of two individuals who raised concerns to their superiors,” the Senate report stated. “Despite the efforts of these individuals, their concerns appear to have fallen on deaf ears.”

The report stated that State Department official George Kent, who testified during Trump’s impeachment hearings last year, and Amos Hochstein, the former U.S. special envoy and coordinator for International Energy Affairs, raised concerns to the former vice president’s office.

SENATE HOMELAND SECURITY SUBPOENAS CONSULTING FIRM LINKED TO BURISMA HOLDINGS

The report also stated that Hunter Biden “formed significant and consistent financial relationships” with the founder of Burisma, Mykola Zlochevsky, and that his and his business partner Devon Archer’s firms “made millions of dollars from that association” while his father was vice president.

The Senate committees also revealed in the report that they obtained records from the U.S. Treasury Department, which “show potential criminal activity relating to transactions among and between Hunter Biden, his family, and his associates with Ukrainian, Russian, Kazakh and Chinese nationals.”

HUNTER BIDEN SCANDALS EXPLAINED: UKRAINE, CHINA AND MORE

The committees stated that they received records that Hunter Biden “sent thousands of dollars” to individuals who have “either been involved in transactions consistent with possible human trafficking; an association with the adult entertainment industry; or potential association with prostitution.”

“Some recipients of those funds are Ukrainian or Russian citizens,” the report states, adding that “the records note that it is a documented fact that Hunter Biden has sent funds to non-resident alien women in the United States who are citizens of Russia and Ukraine and who have subsequently wired funds they have received from Hunter Biden to individuals located in Russia and Ukraine.”

“The records also note that some of these transactions are linked to what ‘appears to be an Eastern European prostitution or human trafficking ring,’” the report stated.

Meanwhile, the report states that Senate investigators found millions of dollars in “questionable financial transactions” between Hunter Biden and his associates and foreign individuals, including the wife of the former mayor of Moscow as well as individuals with ties to the Chinese Communist Party.

According to the report, an investment firm co-founded by Hunter Biden, Rosemont Seneca Thornton, “received $3.5 million in a wire transfer” from Elena Baturina, the wife of the former mayor of the Russian capital.

The report goes further and alleges that not just Hunter Biden but other members of the Biden family “were involved in a vast financial network that connected them to foreign nationals and foreign governments across the globe.”

In one instance, the report stated that Hunter Biden “opened a bank account” with a Chinese national linked to China’s communist government, which “financed a $100,000 global spending spree” for the former vice president’s brother, James Biden, and his wife, Sara Biden.

The report comes as the investigation itself has faced scrutiny from Democrats and even some Republicans.

Biden campaign spokesman Andrew Bates on Wednesday blasted the investigation, and Johnson directly, for pursuing a “conspiracy theory.”

"As the coronavirus death toll climbs and Wisconsinites struggle with joblessness, Ron Johnson has wasted months diverting the Senate Homeland Security & Governmental Affairs Committee away from any oversight of the catastrophically botched federal response to the pandemic, a threat Sen. Johnson has dismissed by saying that 'death is an unavoidable part of life.’ Why? To subsidize a foreign attack against the sovereignty of our elections with taxpayer dollars -- an attack founded on a long-disproven, hardcore rightwing conspiracy theory that hinges on Sen. Johnson himself being corrupt and that the Senator has now explicitly stated he is attempting to exploit to bail out Donald Trump's re-election campaign,” Bates said in a statement Wednesday.

And last week, Sen. Mitt Romney, R-Utah, slammed the Homeland Security Committee’s probe into the younger Biden’s role on the board of Burisma Holdings as a "political exercise."

“I know the committee has undertaken two major investigations [that have] political implications and one, of course, is the, I’ll call it the Biden/Burisma investigation,” Romney said last week. “And that, I think, from the outset had the earmarks of a political exercise and I’m fearful that comments made in the media recently have only confirmed that perspective.”

Romney went on to say that “obviously, it’s the province of campaigns and political parties, opposition research, the media, to carry out political endeavors to learn about or dust up at one’s opponent.”

HUNTER BIDEN MAKES RARE APPEARANCE AT DEMOCRATIC NATIONAL CONVENTION

“But it is not the legitimate role of government, for Congress or for taxpayer expense, to be used in an effort to damage political opponents,” Romney said.

Biden’s role on the board of Burisma and his business dealings emerged during the Trump impeachment inquiry in 2019.

Trump, during his now-infamous July 25, 2019, phone call with Ukrainian President Volodymyr Zelensky, pressed for Kiev to look into the elder Biden's role pressing for the ouster of a Ukrainian prosecutor who had been investigating the founder of Burisma.

Allies of Joe Biden maintain that his intervention at the time had nothing to do with his son but rather was tied to corruption concerns. According to reports, by the time of Joe Biden's intervention, the Burisma probe had been dormant.

Trump's pressure campaign against Ukraine prompted a whistleblower complaint, and, in turn, the impeachment inquiry.

The president’s request came after millions in U.S. military aid to Ukraine had been frozen, which Democrats cited as a quid pro quo arrangement.

Trump was acquitted on both articles of impeachment – abuse of power and obstruction of Congress – in February.

Senate report slams Bidens for conflicts of interest, flags possible criminal activity

A year-long Senate investigation concluded Wednesday that Hunter Biden's efforts to cash in on foreign business deals during his father's vice presidency raised alarm among U.S. government officials, who perceived an ethical conflict of interest and flagged concerns about possible criminal activity ranging from bribery to sex trafficking.

The long-awaited joint report by the GOP-led Senate Homeland and Government Affairs and Senate Finance Committees delivered several blockbuster revelations less than two months before Election Day, suggesting Obama administration officials ignored clear warning signs about ethical conflicts and possible extortion risks involving Joe Biden's family.

Perhaps the most explosive revelation was that the U.S. Treasury Department flagged payments collected overseas by Hunter Biden and business partner Devon Archer for possible illicit activities.

The so-called Suspicious Activity Reports flagged millions of dollars in transactions from the Ukrainian gas company Burisma Holdings, a Russian oligarch named Yelena Baturina, and Chinese businessmen with ties to Beijing's communist government, the report said. Senate investigators have yet to determine if the FBI or others investigated the concerns.

"The Treasury records acquired by the Chairmen show potential criminal activity relating to transactions among and between Hunter Biden, his family, and his associates with Ukrainian, Russian, Kazakh and Chinese nationals," the 87-page report disclosed, confirming an earlier report in Just the News.

The report, citing U.S. government records, also raised concerns about possible ties to sex and human trafficking rings. "Hunter Biden paid nonresident women who were nationals of Russia or other Eastern European countries and who appear to be linked to an Eastern European prostitution or human trafficking ring," the report said.

Senate Homeland Security and Governmental Affairs Committee Chairman Ron Johnson told Just the News Wednesday morning that the sheer volume of suspicious activity in Hunter Biden’s foreign business dealings left the Vice President vulnerable to illicit influence or extortion.

“The report raises serious questions that former Vice President Biden needs to answer. There are simply too many potential conflict of interest, counterintelligence and extortion threats to ignore,” he said.

The findings are certain to roil the final weeks of the presidential election and present a starkly different picture of the Biden family than the one House Democrats offered a year ago when they impeached President Trump for seeking a Ukrainian investigation into Hunter Biden's dealings with Burisma while his father served as vice president.

Back then, Democrats insisted any concerns about Joe Biden and Hunter Biden were Russian disinformation or debunked conspiracy theories.

But State Department records and testimony from Obama-era appointees confirmed Just the News' extensive reporting over the last year that State officials held serious concerns that Burisma was corrupt and had paid a $7 million bribe in 2014 to Ukrainian prosecutors while under investigation during Hunter Biden's tenure there.

In addition, State official George Kent, one of the Democrats' star impeachment witnesses, testified and wrote in contemporaneous memos that Hunter Biden's role on Burisma's board created the appearance of an "awkward" conflict of interest that undercut U.S. anti-corruption efforts in Ukraine being led by Vice President Joe Biden, the report said.

Kent was so concerned that he canceled a State Department partnership with Burisma, reported the alleged Burisma bribe to the Justice Department, and tried to raise concerns directly to Vice President Joe Biden but was rebuffed, the report said, citing testimony and U.S. government records.

In October 2015, another senior State Department official, energy adviser Amos Hochstein, raised concerns with Joe Biden, as well as with Hunter Biden, that Hunter Biden’s position on Burisma’s board enabled Russian disinformation efforts and risked undermining U.S. policy in Ukraine. But nothing further happened

"The Obama administration knew that Hunter Biden's position on Burisma's board was problematic and did interfere in the efficient execution of policy with respect to Ukraine," the report concluded. "Moreover, this investigation has illustrated the extent to which officials within the Obama administration ignored the glaring warning signs when the vice president's son joined the board of a company owned by a corrupt Ukrainian oligarch."

In all, Hunter Biden and Archer received more than $4 million from Burisma during a time when the firm aggressively lobbied the State Department to make long-standing corruption allegations go away, at times invoking the vice president's son’s name for pressure.

But the U.S. government's worries about Hunter Biden's globetrotting business pursuits didn't stop in Ukraine.

"In addition to the over $4 million paid by Burisma for Hunter Biden's and Archer's board memberships, Hunter Biden, his family, and Archer received millions of dollars from foreign nationals with questionable backgrounds," the report said.

Senate investigators flagged transactions in at least three other foreign countries:

Archer received $142,300 from Kenges Rakishev of Kazakhstan, purportedly for a car, the same day Vice President Joe Biden appeared with Ukrainian Prime Minister Arseniy Yatsenyuk and addressed Ukrainian legislators in Kyiv regarding Russia's actions in Crimea.
Hunter Biden received a $3.5 million wire transfer from Elena Baturina, the wife of the former mayor of Moscow and Russia's only female oligarch.
Hunter Biden opened a bank account with Chinese national Gongwen Dong to fund a $100,000 global spending spree for the Biden family.
Hunter Biden had business associations with Ye Jianming, Gongwen, and other Chinese nationals linked to the communist government and the People's Liberation Army. "Those associations resulted in millions of dollars in cash flow," the report said.
The report did not expand much on its sensational claim of alleged links to sex trafficking or prostitutes, reserving most of the discussion to two footnotes.

"There is extensive public reporting concerning Hunter Biden's alleged involvement with prostitution services. Records on file with the Committees do not directly confirm or refute these individual reports," investigators wrote. "However, they do confirm that Hunter Biden sent thousands of dollars to individuals who have either: 1) been involved in transactions consistent with possible human trafficking; 2) an association with the adult entertainment industry; or 3) potential association with prostitution. Some recipients of those funds are Ukrainian and Russian citizens.

"The records note that it is a documented fact that Hunter Biden has sent funds to nonresident alien women in the United States who are citizens of Russia and Ukraine and who have subsequently wired funds they have received from Hunter Biden to individuals located in Russia and Ukraine. The records also note that some of these transactions are linked to what 'appears to be an Eastern European prostitution or human trafficking ring," the footnote added.

The report said the Senate probe will continue in part because investigators have been thwarted by a lack of cooperation and have not yet been able to determine whether the FBI, U.S. intelligence or other agencies fully investigated the concerns about the Bidens.

The report does not accuse either Joe or Hunter Biden of a specific crime; rather it flags warning signs about their conduct and questions whether officials turned a blind eye. Both Bidens have long denied wrongdoing and called the Senate investigation a partisan endeavor.

Democrats are certain to contest the findings, but they will face the awkward challenge that the key evidence supporting the Republicans' conclusions came from Obama-Biden era files and witnesses, including Kent, the bowtied diplomat who was a star witness for Democrats at impeachment.

Kent's testimony and emails cited in the report paint a compelling portrait of the difficulties Joe Biden created by continuing to preside over Ukraine anti-corruption policy as Obama's vice president while his son served on the board of a company under investigation for corruption and run by an oligarch named Mykola Zlochevsky.

"The presence of Hunter Biden on the Burisma board was very awkward for all U.S. officials," Kent wrote in a Sept. 6, 2016 email to senior State officials, including then-U.S. ambassador Marie Yovanovitch.

In his testimony to the committees, he expounded on the impact those concerns had on U.S. policy in Ukraine, especially in fighting corruption.

"People who talk the talk need to walk the walk, and for the U.S. government, collectively, when we talk about the need to have high standards of integrity, again, as I've said, the presence of [Hunter Biden] on the board created the perception of a potential conflict of interest," he testified.

Kent also discussed the extraordinary specter of having to report to the Justice Department that the very firm paying Hunter Biden in Ukraine was believed to have paid a bribe to Ukrainian prosecutors to make corruption allegations disappear.

"Burisma's owner was a poster child for corrupt behavior," Kent testified to the committees. "... I would have advised any American not to get on the board of Zlochevsky's company."

Hunter Biden finally left Burisma in 2019 as his father began his quest to win the presidency in 2020.

Sen. Rand Paul, R-Ky., plans to refer the Senate Homeland Security and Finance Committees' report on their investigation into Hunter Biden's overseas business dealings to the Department of Justice later this week, he told "The Story" Wednesday.

"I think riding on Air Force Two and doing business is illegal ... and probably a felony," Paul told host Martha MacCallum. "I think it's illegal to take money from a Russian politician's wife, $3.5 million, was it reported accurately?"

Paul was referencing items from the new report which details Hunter Biden’s role on the board of Ukrainian natural gas firm Burisma Holdings and his alleged “extensive and complex financial transactions."

The Senate committees revealed that they had obtained records that “show potential criminal activity relating to transactions among and between Hunter Biden, his family, and his associates with Ukrainian, Russian, Kazakh and Chinese nationals.

Investigators also found millions of dollars in “questionable financial transactions” between Hunter Biden and his associates and foreign individuals, including the wife of the former mayor of Moscow as well as individuals with ties to the Chinese Communist Party.

"I think the only way to determine the actual legality of this is to have it referred to the Department of Justice," said Paul, a member of the Senate Homeland Security Committee, "so I'm gonna send the report over tomorrow. I don't know if the whole comittee will vote for it but ... we are asking for a criminal referral."

The senator added that he wants to see "a criminal investigation that's justified.

"Here is this evidence, look at it, and then you as the lawyers for the government decide if you have enough to prosecute," he said, "but I think we should refer this for a criminal investigation."

Asked earlier about the grand jury indictment of a former Louisville police officer in connection with the March drug raid that resulted in the death of Breonna Taylor, Paul expressed his commitment to eliminating so-called "no-knock raids" and said he is "working hard to try to make sure either federal law or local law prevents this from happening" again.

I was a bit surprised to see the human trafficking part in the report. Not surprised it occurred, in fact it is grossly understated, but Washington never touches anything having to do with human trafficking. That's a third rail down there.
