Lastly, regarding the gist of your post, the more parsimonious explanation is that religion can and does motivate people to do harm, but some groups are more susceptible than others.

We both agree that, if a person is somehow coerced into holding beliefs they wouldn't have held otherwise, that the controlling party could be considered a cause should those beliefs lead to harmful actions.

But what if the person is simply convinced by a parent or priest, no different than if a friend had presented the same information? Is "government" still the cause for resultant actions?

And what if the person already held the beliefs for entirely different reasons?

I have two additional questions about the subject from a different perspective.

If a bigoted father raises a bigot who goes on to act on that bigotry, is government the motivation for the child's actions?

If a loving father raises a compassionate child who acts on that compassion, is government the motivation for the child's actions?
