Concealed-carry gun permit 'reciprocity' means every state would accept all states' permits
Shaneen Allen, a Philadelphia mother of two, was arrested during a traffic stop three years ago after she crossed from Pennsylvania into New Jersey with a loaded .380-caliber Bersa Thunder handgun -- unaware that her concealed-carry gun permit in her home state was not transferable to another. Allen was eventually pardoned by the New Jersey governor after legal wrangling, but her case stirred a national debate over concealed-carry gun permits. That debate has come to a head. On Wednesday the House of Representatives passed a bill, the Concealed Carry Reciprocity Act, that would oblige every state to recognize a concealed-carry gun permit issued by any other state. So what does “reciprocity” mean? It means that anyone with a valid concealed-carry gun permit in one state may travel to any other state with the permitted weapon and not worry about being arrested or fined for carrying that concealed weapon as Allen was. In other words, each state must reciprocate the approval of a permit that any other state has issued. Reciprocity does not affect any specific state’s laws about carrying a concealed weapon. Some states have relatively restrictive permitting procedures. New York state, for example, has one of the most rigorous standards for anyone seeking a concealed-carry gun permit. The process, if successful -- and success is far from guaranteed – entails completing a large amount of paperwork, months of waiting and detailed inquiries into applicants’ history and personal lives. The bill that just passed does not require New York to change or stop enforcing its existing laws. The state can continue to enforce relatively restrictive standards for anyone seeking, within the state of New York, a concealed-carry gun permit. There are at least seven states whose laws about concealed carry are relatively strict. Besides New York, those states are Massachusetts, Connecticut, Rhode Island, New Jersey, Delaware and Maryland. The remaining 43 states generally take a somewhat less restrictive approach to applications for a concealed-carry gun permit. ![]() Allen's case is one of several involving out-of-state, gun-toting citizens -- some of them tourists -- arrested and charged for carrying a concealed weapon outside of their home states. Elizabeth Elderli never left her Houston home unarmed. So, when the 31-year-old former U.S. Marine visited Manhattan's September 11 Memorial in August 2015, two guns were in her backpack when she saw a "no firearms" sign at the security checkpoint. Elderli told a police officer about the loaded 9 mm and .380-caliber semiautomatic pistols -- both covered by her Texas-issued concealed-carry weapons permit, which she believed was valid in New York, her attorney said at the time. But she quickly learned that the Empire State's gun control laws bear no resemblance to those in .the Lone Star State Elderli was arrested in the incident, charged with felony possession of a weapon and left facing 3 ½ to 15 years in prison. Mark Bederow, who has handled similar cases, told Fox News that he hopes the bill -- whether it passes or not -- will force authorities in New York to rethink the criminal prosecution of gun owners like Elderli who make an "honest mistake." "If it doesn't go through, I hope the Act’s support will lead New York prosecutors to re-evaluate the usefulness of criminally prosecuting honest, law-abiding firearms owners who accidentally run afoul of New York’s stringent weapons laws," Bederow said. For reasons such as these, the House-passed reciprocity bill has been hailed by supporters -- including President Donald Trump -- as a common sense measure and considered a top legislative priority for the National Rifle Association. But its critics raise serious concerns. House Democratic Leader Nancy Pelosi has accused Republicans of doing the bidding of the National Rifle Association. Two months after two of the deadliest shootings in U.S. history, Republicans were "brazenly moving to hand the NRA the biggest item on its Christmas wish list," said Pelosi, D-Calif. Before Wednesday’s vote, critics took to Twitter blasting the bill -- including Mark Kelly, the husband of former Congresswoman Gabrielle Giffords, who was shot in the head but survived during an attempted assassination in 2011. The NRA, meanwhile, called criticism of the bill "fake news." The bill comes as the latest polling shows the majority of Americans support stricter gun laws in the wake of several mass shootings, including America's deadliest mass-shooting to date in Las Vegas on October 1. It will be nice if travelling permit carriers don't spend more time in prison than rapists in New York, for a change. New York even got reprimanded for arresting people at the airport during flight changes for legally declared firearms in their luggage. Too bad they don't go after real criminals so enthusiastically. 2. This is, actually.."common sense gun legislation." People probably don't realize this, but off duty police officers are 8 times more likely than CCW permit holders to commit a crime, and both are far less than the national average. It helps noone to create criminals out of folks who have no intention of committing crimes, or hurting anyone. This is not protecting society. 3. Though not in this article, all the leftists are shouting that this will put more guns into the hands of criminals. In their minds, gun owners are, by definition, criminals....so it makes sense to them. The truth is, this bill doesn't put even a single gun in anyone's hands that wouldn't be there without it. It doesn't address gun sales, only that the 50 states need to recognize second amendment rights equally. This is not an infringement on states' rights any more than forcing states to recognize any other Constitutional right is...such as voting rights. Telling states they can't bar minorities from voting isn't an infringement on their rights, either. Just liek voting rights, each state can set standards for the issuance of permits, just as they can set standards for registering and voting....provided they don't conflict with the Constitution. |

It's expected to make it through the house but might not make it through the senate. There are a few Rep senators that are clueless on how this is supposed to work, or are just pandering to their liberal constituents who never voted for them in the first place.

Covert Operation Requested by Anti-Gun Dems to Bust Illegal Internet Sales Comes up Empty
An investigation requested by two fierce anti-gun members of Congress to determine if firearms are purchased illegally from internet dealers has come up empty. Maryland Congressman Elijah Cummings and Massachusetts Senator Elizabeth Warren demanded the probe in the aftermath of mass shootings and the investigative arm of Congress, the Government Accountability Office (GAO), conducted a lengthy covert operation to try to purchase firearms illegally from internet dealers. All 72 of Congressional investigators’ attempts to purchase a firearm illegally via the surface web were unsuccessful, slamming Cummings’ and Warren’s claims that guns are easily obtained by criminal elements on the internet. “All of our attempts to purchase firearms from private sellers on the surface web were unsuccessful,” the GAO writes in an extensive report. “Our covert testing involving GAO agents attempting to purchase firearms illegally on the Surface Web were unsuccessful. Specifically, private sellers on Surface Web gun forums and in classified ads were unwilling to sell a firearm to our agents that self-identified as being prohibited from possessing a firearm.” Most of the sellers refused to complete a transaction once the undercover investigator revealed either a shipping address across state lines or a prohibition by law from owning firearms. Five of the vendors went so far as to freeze the undercover GAO accounts, preventing agents from using forums and attempting to make a purchase. In their ardent push to ban guns Cummings and Warren, both high-profile Democrats, questioned whether the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) was enforcing gun laws involving transactions facilitated by the internet. The lawmakers asked the GAO to investigate whether online private dealers sell firearms to prohibited individuals. The probe was conducted from July 2015 to November 2017, in accordance with generally accepted government auditing standards. It turns out that the ATF’s Internet Investigations Center, created to investigate buyers and sellers who use the internet to facilitate illegal firearms transactions, is indeed doing its job efficiently, according to the bipartisan GAO. “The Center uses several tools to provide investigative support to ATF, which has resulted in the arrests of individuals using the Internet to facilitate illegal firearm purchases,” the GAO report states. Both Cummings and Warren have been vocal advocates for strict gun control measures in recent years. Last year Cummings joined House Democrats in a protest against congressional inaction on gun violence. “Every year, tens of thousands of Americans die as a result of gun violence,” the veteran congressman said during the heavily publicized sit-in. “In some states, firearms take more lives than car accidents. The American people are fed up with inaction and so am I. It is time for House Republicans to treat gun violence like the scourge on our country that it is.” The demonstration took place months after Cummings praised former President Barack Obama’s executive actions to prevent gun violence by expanding criminal background checks. Warren has also been on a longtime war path against Americans’ rights to own firearms, proclaiming that “Rambo-style assault weapons” should be banned. The liberal icon co-sponsored a 2013 law to ban military-style assault weapons and high-capacity magazines. She warned her colleagues during a speech on the Senate floor last year that Congress would have “blood on our hands” if assault weapons aren’t banned. After the Las Vegas shooting that killed dozens and injured hundreds, Warren took to social media to warn that “Tragedies like Las Vegas have happened too many times. We need to have the conversation about how to stop gun violence. I looked into getting my name on the list of one of those 1911's, it appears that doing just that isn't as easy as I had thought. No biggie, there are plenty of other options for 1911 style handguns.
