Great question. There's a short answer and a long answer. I'll give you my short answer with a little background as to why before I get into it.

Wide receiver is the ultimate scheme-based position. Fit is a vital part of the equation, because NFL teams are generally all over the board in rating receiver prospects. The reasons have to do with the application of a player's talent and skill. There are receivers in the NFL that only do a select number of things, but they do them so well that defenses have trouble stopping them. How these players fit with the scheme and current talents of teammates can mean one organization will have a second-round grade on a prospect that another will rate as a free agent.

There were 33 receivers selected in 2014 NFL Draft. Nine reached a 500-yard, 5-touchdown threshold in their rookie seasons. Three more were close. In 2015, teams selected 35 receivers. Only 5 earned at least 500 yards. Only 2 earned the 500/5 threshold. The 2016 NFL Draft had 31 receivers among its draft picks, and only 3 met the threshold with 7 earning at least 500 yards. Two years ago, the NFL selected 32 wide outs. Smith-Schuster, Kupp, Chris Godwin, and undrafted free agent Keelan Cole were the only rookie receivers to earn at least 500 yards. Only Smith-Schuster and Kupp reached 500 yards and 5 touchdowns.
In 2018, the league drafted 33 receivers. Calvin Ridley was the only receiver to earn at least 500 yards and 5 touchdowns. However, 8 rookies—Ridley, Moore, Courtland Sutton, Antonio Callaway, Christian Kirk, Marques Valdes-Scantling, Robert Foster, and Michael Gallup—earned 500 yards. Ridley, Callaway, Anthony Miller, Dante Pettis, and Tre’Quan Smith earned at least 5 touchdowns.

The bottom line is that a lot of WRs have joined the NFL in the past 5 years. Plus, 2014 was a super-talented WR class bc of its depth and the unusual opportunity for many of them to see the field early bc of sudden retirements by many older WRs. The top WRs at the position in the NFL are in the prime of their careers—31 of the 36 top-scoring receivers will be <30 when they begin the 2019 season. Of those 36 top WRs, 21 are 26 years old or less and have at most 5 years of pro experience.

Regarding the 2019 WR class, for the league as a whole, there are simply too many good young receivers for a similar number of rookies from this class to earn playing time. Iow, competition is immense.

Ultimately, at 5'7", 173 lbs, Dortch is undersized and not physical enough to play for the Pats (edit: except as a returner).

Guy and Pennell should form a very strong pairing. I thought both Shelton and Brown came on strong for the playoff run. We need at least another. I see Butler more a specialist. Maybe if no offers come in they’ll return on an incentive type deal.

Great to hear about Jules. A mult-year extension to keep him here for the rest of his career.

He deserves it. I don't think he could have picked a team more suited to his personality than the Patriots.

God, if they add McCoy to the interior of that line then this defense will be absolutely terrifying. I mean not to me but to any offense that they come up against.
