It includes no specific policies, no legal requirements, plans, budgets, nothing. Just a list of "wouldn't it be nice" and stuff that it proposes the government somehow "fix", without any actual actionable items. As such it's as fair to say it would cost $0 as it is to say it would cost $100 Quadrillion, as it's not actually anything.

Here's the cliff notes version:

Climate Change is bad, and caused by humans. The US is responsible, and must fix it. Due to climate change, the US is facing lower life expectancy, wage stagnation, inadequate money for the government, income inequality, and wage gaps between black and white folks and men and women. (Yes it really blames climate change for racial wealth disparity and wage stagnation, feel free to check it out at the link at the end).

The new deal was great, so we should do something like that, and create millions of high wage jobs in the US and unprecedented prosperity for all. So let's make a green new deal to make those things happen. As such the green new deal should achieve the following:
Achieve net zero greenhouse gas emissions
Create millions of high wage jobs
Invest in infrastructure
Ensure clean air and water, community resiliency, healthy food and a sustainable environment for generations to come
Promote justice and equality

To achieve those goals, we need to set the following goals:
Build resiliency in our communities
Invest in infrastructure
Eliminate pollution and greenhouse gas emissions as much as technologically feasible
Use renewable energy, which must simultaneously be new and smart and energy efficient but also super affordable.
Upgrade all buildings in the United States to achieve max energy and water efficiency and also affordability.
Spur massive growth in "clean manufacturing" as much as technologically feasible, by, uhm, well...
Work with farmers and ranchers to clean up their emissions as much as technologically feasible, by supporting them.
Overhaul US transportation systems to be as free of emissions as technologically feasible, by investing in it.
Clean up the environment
Help other countries create a green new deal as well
Provide higher education to all people of the USA
Invest in new tech, businesses, local and regional economies
Create lots of union jobs
Raise the minimum wage
Provide everyone with high quality health care, affordable, safe, and adequate housing, economic security, clean water, clean air, healthy and affordable food, and access to nature.

That's it. Just a list of stuff the government should invest in. No plans, no regulations or rules, no limits, no even setting up commissions to study anything, nothing. Were this passed into law, it would achieve absolutely nothing, because it is nothing. It was never meant to be passed, so it's not actually a law, it's just a fluff piece to talk about in the news. See for yourself.
