Well, it stems from a joke, where a man goes into a brothel, reviews the menu, and when inquiring about the price, realizes he is a little underfunded. The madam asks him how much he has, and when he tells her, she says, "all we can offer you for that is the penguin dance."
So he goes into the room and much to his surprise is a beautiful young girl. The girl pulls the gents pants down to his ankles and begins to please him. When the man is good and worked up, the girl abruptly stops and leaves the room, causing the man to try to follow her but he has difficulty since his pants are around his ankles, and thus his stride takes on that of a penguin.
(Sorry, not as funny here, it's more of a visual joke "hey, wait a minute, where you going?")

Can you teach me how to be succinct? I tend to ramble on, continuing to describe and qualify things repeatedly putting in unecessary details that I think are there to add clarity but in the end really end up only boring the reader and then someone like you comes along and in two sentences is able to say EXACTLY what I was trying to say and yet you can do it so much more quickly and interestingly using fewer words and descriptors....
